swfmill will export XML containing all the required information, so
you could certainly write an XSLT script to do this or do the job by
hand. A basic understanding of SWF internals would be required,
although if you are patient it should be possible to work out what is
needed by trial and error.

I’m not aware of any tool that does this sort of thing for you automatically.
